- Osh Region: Alay, Chon-Alay, and Kara-Kulja Districts, including Sary-Tash, Bordobo, and direct border line access. Encompasses Kara-Shibak, Karamyk, Lenin Peak, Sidorov Outpost, Altyn-Dara, and especially the Irkeshtam Kyrgyz-Chinese Border Crossing.
- Batken Region: Kadamjay and Leilek (Lyaylyak) Districts.

Issued as a physical paper document with official stamps and signatures. The original must be carried — digital versions, photos, or copies are not valid at checkpoints.
