OSAGO (Compulsory Civil Liability Insurance for Vehicle Owners) in Kazakhstan is a mandatory insurance policy that ensures financial protection for third parties in case of road accidents.
Legal Framework
Insurance is regulated by the Law of the Republic of Kazakhstan No. 446-II dated July 1, 2003, “On Compulsory Civil Liability Insurance for Vehicle Owners.”
Insurance Coverage
The policy covers the policyholder’s liability for damages caused to third parties’ life, health, or property due to vehicle operation. However, it does not cover damages to the policyholder’s own vehicle or personal injuries.
Insurance Event
An insured event occurs when the policyholder is legally liable for compensating harm to third parties due to a road accident involving the insured vehicle.
Coverage Limits and Terms
The insurance sum is determined by law and depends on factors such as the vehicle’s registration location, type, age, and the policyholder’s driving experience. The policy remains valid for 12 months or until a claim is made.
Vehicles Subject to OSAGO
Owners of the following vehicles must obtain OSAGO:
Passenger cars, trucks, buses, minibuses, motorcycles, and trailers.
Vehicles temporarily imported into Kazakhstan.
Vehicles transported under their own power from manufacturers, repair shops, or dealerships.
Insurance Premium Calculation
The cost of the policy depends on:
Vehicle registration location.
Type of vehicle.
Policyholder’s age and driving experience.
Vehicle’s operational period.
Previous insurance claims (bonus-malus system).
Failure to obtain an OSAGO policy results in significant fines. This insurance ensures that in the event of an accident where the policyholder is at fault, the insurance company covers compensation costs for the affected party.
All vehicle owners and drivers in Kazakhstan are required to have OSAGO in accordance with Law No. 446-II dated July 1, 2003.
